We organized the space program in two design-related urban blocks, each with one high-rise building. They can be realized in two construction phases and thus make an interim building obsolete. The high-rise buildings preserve the visual relationships in the baroque city and complement them in a purposeful way. All public services of the building are located close to the street in the three-story structures, while the internal spaces are in the high-rise buildings. Three differently designed city squares define the urban interfaces to the surroundings.
