This building is to be a house for democracy - open, communicative, adaptable and sustainable. Located opposite the former Reich Aviation Ministry from the Nazi era, which has been used by the Ministry of Finance since 1999, the new building is intended to reflect the self-image of a state freely elected by its citizens and supported by its institutions. To this end, we have designed a functional building, simple in its structure, anchored in its surroundings by a stone base and laid out as a light courtyard structure. This structure is made up of buildings of different heights that are slightly offset from each other. In this way, the new building can react to urban influences and set its own accents, as at the Square Platz des Volksaufstandes von 1953 or at the entrances to the Ministry and the Academy. The uses close to the public are concentrated on the ground floor and 1st floor and allow passers-by a glimpse into the inner life of the building. The work areas above are also visible from the outside, but have their open spaces in the courtyards and on the roof terraces, which, depending on the security level, are sometimes inside the complex and sometimes open to the street. At the nodes of the net-like structure, spacious common areas glazed to the courtyards are laid out to serve as orientation points and common areas for the departments. To allow the building to be adapted to future needs and office concepts with minimal effort, it was designed as a wide-span skeleton structure with a non-load-bearing element facade. The exterior load-bearing structure protects and shades the recessed wood façade, while wood-concrete hybrid ceilings increase the proportion of renewable building materials and create a pleasant working atmosphere. The holistic low-tech energy concept uses simple means to ensure a low-maintenance building that saves energy in production and operation and maximizes renewable energy sources. The technical areas were reduced to such an extent that a second basement level could be omitted.
